Used filled to the line, rolled down and submerged under water. There was sand leakage on the steps and on the bottom of the pool near the stairs. Would possibly work better if filled less and rolled more. Quality clips and snaps. Thick plastic. Overall great design.

These worked great for stability for our above ground pool steps. I filled each with a 50# bag of sand. The opening is wide and easy to fill and close. The attached straps fit perfect around the frame of the steps. Just make sure to fill close to the step so you don't have to carry the 50# bag very far.
