It's not vinyl. It cuts easily with scissors, so can be altered to fit. Had to enlarge the top left hole a bit to make it go.

The previous cover on the inside of the Intermatic timer for the pool disintegrated so it was replaced with this cover and was a perfect fit. An inspector called it a 'dead mans cover' and said it needed to be replaced and this did the trick.
