This is not a set of precision made parts that press fit in with the proper tool. They are loose fit and cheap. They will work if it's all you can afford, but you will have to occasionally adjust the tightness as they will work loose.

I really did not expect this kind of completeness or quality and thought. The bearings are nice and clean and well made, the bearing seats are precise and went right in, the bottom bearing race is unusual to see a headset of any sort with open bearings, and the unique (to me) large locking flat washer on the top really snugs things up so that I know that this will not move. Great looking on a cruiser or classic looking bike.
