Put the bolt inside the handle prior to placing in onto the hull. The hole in the top is just for a screwdriver.

My midship handle broke on my 2001 Hobie Mirage Outback. It took me a second to figure out how to screw the new one in because the pictured screw hole is too small for the old screw. Turns out you put the screw from the side into the handle and then into the bigger hole below. Then the screwdriver goes through the top of the handle into the screw head. Screw head remains inside the handle. Gotta love the ingenuity of those hobie designers.
