I received the part today. Removed the three nuts from the top of the mower, pulled off the old part, put on the new part, put the three nuts back on, and strung the pull handle through the holder. Everything lined up perfectly and worked perfectly.

Well, almost perfect swap for my lawnmower. The cord doesn't reach all the way up to the handles like the original, but it still does the trick.
