These are hard plastic designed for for outside use. They are smaller than I thought, but work well with my paracord holding it fast. Check the measurements.

Nice tiny cleat. I bought for my 10ft aluminum boat. I'm going to inside mount these, to tie up my boat at the dock. They are small, just what I wanted. The nylon seems great. Predrilled for bolts, and these have a decent foot print for stability. How long will they last? Not sure, but they'll work for my project boat for sure.

I ordered the two-pack of 4" SeaFlo Nylon Cleats, but only received one cleat. The item description clearly states: "SEAFLO 4" Boat Cleat Black Nylon Dock Cleat Kayak Cleat(4", 2-Pack)Sold by: SEAFLO Direct"Please send me the second cleat in the order.
