Replaced the old solenoid and instantly got rid of the P0028 code on a 2009 Subaru Impreza. Replacement requires first removing a 10mm sensor bolt and wiggling around the temp sensor, but can be done in 10 minutes. It is even simpler on the P0026 bank 2 code on the passenger side. Most YouTube videos said that P0028 is never the solenoid, but in my case it was. The simplest thing to do is first swap the two, and if the code flips between left and right banks, you have the culprit. If you test the adjacent oil pressure switches, make sure not to over tighten, or you'll crack the engine case. They are tapered threads and don't be tempted to screw them in all the way.
