Step drill bits are designed to enlarge a hole as the bit drills through the sheet metal, wood, plastic, or PVC board. Each step on the bit is larger in diameter than the step before. Smaller step drill bits are self-starting and no pilot bit is required to start the hole. On larger step drill bits, you need to have a hole pre-drilled that is equal in diameter to the smallest step on the bit.
About High Speed Steel(HSS)
HSS-4241:
Suitable for workpieces with hardness below 25HRC, such as iron plate, aluminum plate, PVC plate.
HSS-6542:
Suitable for workpieces with hardness below 28HRC, such as iron plate, aluminum plate, metal sheet and copper plate.
HSS-CO/M35:
Suitable for workpieces less than 5mm thickness, such as iron plate, aluminum plate, metal sheet, or workpieces less than 1mm thickness of stainless steel.
Note: While drilling on 304 stainless steel, thickness under 1mm you can use a hand drill with power above 800W, thickness between 2-3mm will require a bench drill with speed below 500 rpm.

This is the worst drill bit I have ever used. It does not have a sharp edge, and does not cut even the softest materials. Buy a different one

I purchased this product to cut a 16mm hole in very thin sheetmetal and it burned its way through the material. Works ok on wood if that's what you need. I tossed it in the trash, not worth the trouble of returning it...

Great product, needed it for the 20mm holes it drilled into a battery box I made for my ham radio set up. Most of the on/off switches, DC power ports, USB C power plugs, etc…. All require 20mm holes in the MTM ammo case / battery box. It made the project 100% easier.

I needed to drill through some mild steel, so I bought 2 bits just in case 1 became dull.Both became dull very quickly and I did not get my hole drilled all the way through.This drill bit may be good for metal and plastic, but not metal.
